City of Malmö strengthens support for SkyZero

The City of Malmö is taking the next step in advancing the SkyZero project, a planned carbon capture facility at Sysav’s waste-to-energy plant in Malmö. A final investment decision is planned for 2027, and the facility is expected to be operational by 2030.

The Municipal Executive Board proposes that the City of Malmö proceed with the next phase of the SkyZero project. The proposal means that the municipality may provide owner support in the form of loan guarantees corresponding to its ownership share in Sysav, and that a future purchase agreement for negative emissions certificates will be developed.

SkyZero is a project to capture and store carbon dioxide from Sysav’s waste-to-energy plant at Spillepengen in Malmö. Through carbon capture and storage technology, up to 90–95 percent of the carbon dioxide emissions can be captured, corresponding to approximately 450,000 tonnes of CO₂ per year.

The project covers the entire carbon capture value chain — from capture at the facility, via transport of the CO₂ to the Energy Port in Malmö, to liquefaction and onward transport for permanent storage.

As part of the project’s financing, it is also proposed that the City of Malmö develop a purchase agreement for negative emissions certificates from the facility. These certificates represent carbon dioxide that is removed from the atmosphere and permanently stored, and can contribute to Malmö achieving its climate targets.

– Carbon dioxide emissions must decrease. We now have an opportunity to secure EU funding to reduce emissions from waste management, while also keeping costs down for both households and businesses. This is an investment in both the climate and a long-term sustainable economy for Malmö’s residents, says Katrin Stjernfeldt Jammeh (S), Chair of the Municipal Executive Board.

– Malmö needs to reduce its climate emissions rapidly, but some emissions are currently difficult to eliminate completely — and in those cases, we need to be able to capture them. Through SkyZero, we can capture large amounts of carbon dioxide from SYSAV and take an important step towards achieving Malmö’s climate goals. In this way, Malmö can continue to be a city that drives the climate transition forward, says Stefana Hoti (MP), Vice Chair of the Municipal Executive Board.

– This is an important initiative for both Malmö and our surrounding region, which we initiated in the municipal budget back in 2021. It is therefore very encouraging that we are now taking the next concrete step towards realizing the construction of a carbon capture and storage facility.
